To call the deepening rivalry between China and the West, led by the United States, the new Cold War is almost too polite. The original Cold War between the United States and the Soviet Union was grimly rational: a nuclear-armed confrontation between opposing ideological blocs, each eager to see the other lose. For all their differences, China and the West benefit enormously, albeit unevenly, from the exchange of billions of dollars worth of goods, people, and services each year. Their respective leaders know that global problems, from climate change to pandemics to nuclear proliferation, can only be solved together. Increasingly, however, interdependence is not enough to prevent one side - usually China, but not always - from starting reckless disputes based on mistrust of the other.
